Scrap Wagons are basically that, wagons made of scrap. Conventional vehicles are uncommon on Tapu, most vehicles are smashed together using old space crafts and whatever else can be salvaged. 

Most Scrap wagons are used by The Chapar Express, A delivery service (the only) that runs between RESPITE, DIMHOUSE and CHARONPORT passing on messages, transporting goods and people

A fleet of Hover Bikes were left abandoned at RESPITE spaceport, These were claimed by Jet (founder of Chapar Express) and utilised as 'mules', used to drag the wagons through the wastes. This ingenuity has made Chapar Express the only successful delivery service in The Gutterlands
